Attribute ReadOnly won't reset. Defaut set to blocked out/part check'd

Whenever a new folder is made regardless of which partition or drive its made in. If its the top folder or a sub folder. Even if the folder is emtpy. If theres files in the folder and none of them have this attribute. Lastly there is no hidden system files etc.. The box for the attribute *read only* is blocked out. _Not_ checked.
